[139] "Heavy cloak (garupāpuraṇaṃ)" means: any cloak whatsoever for the cold season.
"Getting in exchange (cetāpentiyā)" means: asking for (viññāpentiyā).
"She may get one in exchange worth four kaṃsas at most" means: she may get one in exchange worth sixteen kahāpaṇas.
"If she should get one in exchange beyond that" means: she asks for one beyond that — in the effort, an offense of wrong-doing (dukkaṭa); with the obtaining, it becomes subject to relinquishment (nissaggiya). It must be relinquished to the Saṅgha, or to a group, or to a single bhikkhunī.
"And thus, bhikkhus, should it be relinquished: 'Venerable ladies, this heavy cloak of mine, gotten in exchange for more than four kaṃsas at most, is to be relinquished; I relinquish it to the Saṅgha' … 'should give' … 'should give' … 'I give it to the venerable lady.'"
