[308] **"Whatever" (yā pana):** whoever, of whatever sort … . **"Bhikkhunī":** … this one is the bhikkhunī intended in this sense. **"By a bhikkhunī":** by another bhikkhunī. **"Legal issue (adhikaraṇa)"** means: the four legal issues — a legal issue arising from dispute (vivādādhikaraṇa), a legal issue arising from accusation (anuvādādhikaraṇa), a legal issue arising from an offense (āpattādhikaraṇa), and a legal issue arising from procedure (kiccādhikaraṇa). **"Come, lady, settle this legal issue"** means: come, lady, decide this legal issue. **"She afterwards, there being no obstacle":** when no obstacle exists. **"Should neither settle it":** should not settle it herself. **"Nor make an effort to have it settled":** should not direct another to do so. At the mere casting off of the responsibility, [thinking,] "I will neither settle it nor make an effort to have it settled," she commits an offense (āpatti) of pācittiya.
