[73] "Tell of the restraint of the streams" means: tell — declare, teach, make known, establish, disclose, analyse, elucidate, proclaim — the barring of the streams, the warding off, the restraining, the guarding, the protecting of them. Hence, "tell of the restraint of the streams."
