[624] What is the power of development (bhāvanābala)? Abandoning sensual desire, one develops renunciation (nekkhamma): this is the power of development. Abandoning ill will, one develops non-ill will (abyāpāda): this is the power of development. Abandoning dullness and drowsiness, one develops the perception of light (ālokasaññā): this is the power of development. Abandoning restlessness, one develops non-distraction (avikkhepa): this is the power of development. Abandoning doubt, one develops the defining of dhammas (dhammavavatthāna): this is the power of development. Abandoning ignorance, one develops knowledge (ñāṇa): this is the power of development. Abandoning discontent (arati), one develops gladness (pāmojja): this is the power of development. Abandoning the hindrances (nīvaraṇa), one develops the first jhāna: this is the power of development … abandoning all defilements (kilesa), one develops the path of arahantship (arahattamagga): this is the power of development. What is the power of blamelessness (anavajjabala)? Because sensual desire has been abandoned, there is no blame whatsoever in renunciation: this is the power of blamelessness. Because ill will has been abandoned, there is no blame whatsoever in non-ill will: this is the power of blamelessness. Because dullness and drowsiness have been abandoned, there is no blame whatsoever in the perception of light: this is the power of blamelessness. Because restlessness has been abandoned, there is no blame whatsoever in non-distraction: this is the power of blamelessness. Because doubt has been abandoned, there is no blame whatsoever in the defining of dhammas: this is the power of blamelessness. Abandoning ill will, one gathers the mind by means of non-ill will: this is the power of gathering. Abandoning dullness and drowsiness, one gathers the mind by means of the perception of light: this is the power of gathering … abandoning all defilements, one gathers the mind by means of the path of arahantship: this is the power of gathering.
