[1847] Sakavādin: Are all phenomena (dhammā) fixed (niyata)? Paravādin: Yes. S. Are they fixed in wrongness (micchatta-niyata)? P. It should not be said thus. … S. Are they fixed in rightness (sammatta-niyata)? P. It should not be said thus. … S. Is there no unfixed (aniyata) class (rāsi)? P. It should not be said thus. … S. Is there not an unfixed class? P. Yes. S. If there is an unfixed class, then indeed it should not be said that "all phenomena are fixed."
