[1852] [Sakavādin:] Are all actions (kamma) fixed (niyata)? [Paravādin:] Yes. [Sakavādin:] Were not three heaps (rāsi) spoken of by the Blessed One: the heap fixed in wrongness (micchattaniyata), the heap fixed in rightness (sammattaniyata), and the unfixed heap (aniyata)? [Paravādin:] Yes. [Sakavādin:] If three heaps were spoken of by the Blessed One — the heap fixed in wrongness, the heap fixed in rightness, and the unfixed heap — then indeed you should not say, "All actions are fixed."
