[115] Now at that time the Blessed One dwelt right there at Rājagaha for the rains, there for the winter, there for the summer. People complained, criticized, and spread it about, saying: "The quarters are congested and dark for the ascetics, sons of the Sakyan; the quarters are not clear to these ones." Bhikkhus heard those people complaining, criticizing, and spreading it about. Then those bhikkhus reported this matter to the Blessed One.
Then the Blessed One addressed the Venerable Ānanda: "Go, Ānanda; take the key (avāpuraṇa) and announce to the bhikkhus from cell to cell: 'Friends, the Blessed One wishes to set out on a tour to Dakkhiṇāgiri. Whatever venerable one has the desire, let him come.'"
"Yes, venerable sir," the Venerable Ānanda replied to the Blessed One, and taking the key he announced to the bhikkhus from cell to cell: "Friends, the Blessed One wishes to set out on a tour to Dakkhiṇāgiri. Whatever venerable one has the desire, let him come."
The bhikkhus spoke thus: "Friend Ānanda, it has been laid down by the Blessed One that one is to live in dependence (nissaya) for ten years, and that one of ten years' standing may give dependence. And we would have to go there, and dependence would have to be taken; the stay would be brief, and we would have to come back again, and again dependence would have to be taken. If our teachers and preceptors (ācariyupajjhāyā) go, we too will go; if our teachers and preceptors do not go, we too will not go. Our fickleness of mind would become evident, friend Ānanda."
Then the Blessed One set out on a tour to Dakkhiṇāgiri with a small Saṅgha of bhikkhus. Then the Blessed One, having dwelt at Dakkhiṇāgiri for as long as he pleased, returned again to Rājagaha. Then the Blessed One addressed the Venerable Ānanda: "Why is it, Ānanda, that the Tathāgata has set out on a tour to Dakkhiṇāgiri with a small Saṅgha of bhikkhus?" Then the Venerable Ānanda reported this matter to the Blessed One. Then the Blessed One, on that ground, on that occasion, having given a talk on the Dhamma, addressed the bhikkhus: "Bhikkhus, I allow a competent and capable bhikkhu to live in dependence for five years; an incompetent one, for as long as he lives."
