[170] Now at that time the group-of-six bhikkhus (bhikkhu) accused a bhikkhu of an offence when he had not given the opportunity. They reported this matter to the Blessed One. "Bhikkhus, a bhikkhu who has not given the opportunity is not to be accused of an offence; whoever should so accuse him commits an offence of wrong-doing (dukkaṭa). I allow you, bhikkhus, to accuse someone of an offence after having him give the opportunity, saying: 'Let the venerable one give the opportunity; I wish to speak to you.'"
Now at that time well-behaved bhikkhus, having had the group-of-six bhikkhus give the opportunity, accused them of an offence. The group-of-six bhikkhus harboured resentment, harboured displeasure, and threatened them with violence. They reported this matter to the Blessed One. "I allow you, bhikkhus, even when the opportunity has been given, to accuse someone of an offence only after weighing the person."
Now at that time the group-of-six bhikkhus, thinking, "Before the well-behaved bhikkhus have us give the opportunity," preemptively had pure bhikkhus, free of offence, give the opportunity without ground and without reason. They reported this matter to the Blessed One. "Bhikkhus, pure bhikkhus who are free of offence are not to be made to give the opportunity without ground and without reason; whoever should have them do so commits an offence of wrong-doing. I allow you, bhikkhus, to have someone give the opportunity only after weighing the person."
