[175] Then the Blessed One, having stayed at Rājagaha for as long as he wished, set out on tour toward Codanāvatthu; wandering on tour by stages, he arrived at Codanāvatthu. Now at that time, in a certain residence (āvāsa), many bhikkhus were dwelling together. There the elder bhikkhu was foolish and incompetent. He did not know the Uposatha, or the Uposatha proceedings, or the Pātimokkha, or the recitation of the Pātimokkha. Then it occurred to those bhikkhus: "It has been laid down by the Blessed One that the Pātimokkha is the charge of the elder; yet this elder of ours is foolish and incompetent — he does not know the Uposatha, or the Uposatha proceedings, or the Pātimokkha, or the recitation of the Pātimokkha. How then should we proceed?" They reported this matter to the Blessed One. "Bhikkhus, I allow that the Pātimokkha be placed in the charge of whatever bhikkhu there is who is competent and capable."
