[184] Then the Blessed One addressed the bhikkhus: "Assemble, bhikkhus; there is business to be done by the Saṅgha." When this was said, a certain bhikkhu said to the Blessed One: "Venerable sir, there is a bhikkhu named Gagga who is mad; he has not come."
"Bhikkhus, there are these two kinds of madmen: there is a madman bhikkhu who sometimes remembers the Uposatha (uposatha) and sometimes does not remember it, sometimes remembers a formal act of the Saṅgha (saṅghakamma) and sometimes does not remember it; and there is one who never remembers at all. He sometimes comes to the Uposatha and sometimes does not come, sometimes comes to a formal act of the Saṅgha and sometimes does not come; and there is one who never comes at all.
"Herein, bhikkhus, as for that madman who sometimes remembers the Uposatha and sometimes does not remember it, sometimes remembers a formal act of the Saṅgha and sometimes does not remember it, who sometimes comes to the Uposatha and sometimes does not come, sometimes comes to a formal act of the Saṅgha and sometimes does not come — I allow, bhikkhus, that the authorization for a madman (ummattakasammuti) be given to a madman of such a kind. And thus, bhikkhus, should it be given: The Saṅgha should be informed by a competent and capable bhikkhu:
"'Venerable sirs, let the Saṅgha hear me. The bhikkhu Gagga is mad; he sometimes remembers the Uposatha and sometimes does not remember it, sometimes remembers a formal act of the Saṅgha and sometimes does not remember it; he sometimes comes to the Uposatha and sometimes does not come, sometimes comes to a formal act of the Saṅgha and sometimes does not come. If it is the right time for the Saṅgha, let the Saṅgha give the authorization for a madman to the bhikkhu Gagga, who is mad, so that whether the bhikkhu Gagga remembers the Uposatha or does not remember it, whether he remembers a formal act of the Saṅgha or does not remember it, whether he comes to the Uposatha or does not come, whether he comes to a formal act of the Saṅgha or does not come, the Saṅgha, whether together with Gagga or without Gagga, may perform the Uposatha and may perform formal acts of the Saṅgha. This is the motion (ñatti).
"'Venerable sirs, let the Saṅgha hear me. The bhikkhu Gagga is mad; he sometimes remembers the Uposatha and sometimes does not remember it, sometimes remembers a formal act of the Saṅgha and sometimes does not remember it; he sometimes comes to the Uposatha and sometimes does not come, sometimes comes to a formal act of the Saṅgha and sometimes does not come. The Saṅgha gives the authorization for a madman to the bhikkhu Gagga, who is mad, so that whether the bhikkhu Gagga remembers the Uposatha or does not remember it, whether he remembers a formal act of the Saṅgha or does not remember it, whether he comes to the Uposatha or does not come, whether he comes to a formal act of the Saṅgha or does not come, the Saṅgha, whether together with Gagga or without Gagga, will perform the Uposatha and will perform formal acts of the Saṅgha. Any venerable one to whom the giving of the authorization for a madman to the bhikkhu Gagga, who is mad — so that whether the bhikkhu Gagga remembers the Uposatha or does not remember it, whether he remembers a formal act of the Saṅgha or does not remember it, whether he comes to the Uposatha or does not come, whether he comes to a formal act of the Saṅgha or does not come, the Saṅgha, whether together with Gagga or without Gagga, will perform the Uposatha and will perform formal acts of the Saṅgha — is acceptable should be silent; any to whom it is not acceptable should speak.
"'The authorization for a madman has been given by the Saṅgha to the bhikkhu Gagga, who is mad, so that whether the bhikkhu Gagga remembers the Uposatha or does not remember it, whether he remembers a formal act of the Saṅgha or does not remember it, whether he comes to the Uposatha or does not come, whether he comes to a formal act of the Saṅgha or does not come, the Saṅgha, whether together with Gagga or without Gagga, will perform the Uposatha and will perform formal acts of the Saṅgha. It is acceptable to the Saṅgha; therefore it is silent. Thus do I hold it.'"
