[220] Now at that time an agreement had been made by the Saṅgha at Sāvatthī: "During the rains residence (vassa) the going forth (pabbajjā) is not to be given."
The grandson of Visākhā, Migāra's mother, approached the bhikkhus and requested the going forth. The bhikkhus said this: "Friend, an agreement has been made by the Saṅgha: 'During the rains residence the going forth is not to be given.' Wait, friend, while the bhikkhus dwell for the rains; having completed the rains, they will give the going forth." Then those bhikkhus, having completed the rains, said this to the grandson of Visākhā, Migāra's mother: "Come now, friend, go forth." He said this: "Venerable sirs, if I had gone forth, I would have delighted in it; but now, venerable sirs, I will not go forth."
Visākhā, Migāra's mother, criticized, complained, and spread it about, saying: "How indeed can the venerable ones make such an agreement as this: 'During the rains residence the going forth is not to be given'? At what time is the Dhamma not to be practised?"
The bhikkhus heard Visākhā, Migāra's mother, as she was criticizing, complaining, and spreading it about. Then those bhikkhus reported this matter to the Blessed One. "Bhikkhus, such an agreement as this is not to be made: 'During the rains residence the going forth is not to be given.' Whoever should make one commits an offence of wrong-doing (dukkaṭa)."
