[89] Now at that time bhikkhus conferred the full ordination (upasampadā) by a group (gaṇa) of two, by a group of three, and by a group of four. They reported this matter to the Blessed One. "Bhikkhus, full ordination is not to be conferred by a group of fewer than ten. Whoever should so confer it commits an offence of wrong-doing (dukkaṭa). Bhikkhus, I allow full ordination to be conferred by a group of ten, or by a group of more than ten."
