[1063] Conditioned by a phenomenon (dhamma) leading to dispersal (apacayagāmī) and a phenomenon leading neither to accumulation nor to dispersal (nevācayagāmī-nāpacayagāmī), a phenomenon leading to dispersal … not by kamma condition (na-kammapaccayā): conditioned by the aggregates leading to dispersal and the base (vatthu), [there arises] volition (cetanā) leading to accumulation (ācayagāmī).
