[61] Conditioned by a phenomenon with root (sahetukaṃ dhammaṃ paccayā), a phenomenon with root arises by predominance condition (adhipati-paccaya). In the predominance [condition], the nine questions (pañhā) occur only in the course of existence (pavatta).
