[654] A phenomenon (dhamma) that is associated with hindrances (nīvaraṇa-sampayutta) but is not a hindrance (nīvaraṇa) is a condition for a phenomenon that is associated with hindrances but is not a hindrance by way of kamma condition (kamma-paccaya):
Volition (cetanā) that is associated with hindrances but is not a hindrance is a condition for the associated aggregates (khandhā) by way of kamma condition.
