[1253] Dependent on a wholesome phenomenon (dhamma) that is subject to fetters (saṃyojaniya) but is not a fetter (saṃyojana), there arises a wholesome phenomenon that is subject to fetters but is not a fetter, by root condition (hetu-paccaya).
