[1349] Conditioned by (paccayā) a phenomenon (dhamma) that is not to be abandoned by development (na-bhāvanāyapahātabba) and is not a root (na-hetu), a phenomenon to be abandoned by development (bhāvanāyapahātabba) that is a root (hetu) arises by root condition (hetupaccayā).
