[1483] A phenomenon (dhamma) that is not unsurpassable (na-anuttara) and is not accompanied by conflict (na-saraṇa) is a condition (paccaya) for an unsurpassable (anuttara) phenomenon that is without conflict (araṇa) by proximity condition (anantara-paccaya).
