[1472] Dependent on a phenomenon (dhamma) that is not surpassable (na-sa-uttara) and is not accompanied by conflict (na-saraṇa), a surpassable (sa-uttara) phenomenon that is without conflict (araṇa) arises by root condition (hetupaccayā).
