[188] Dependent on a phenomenon (dhamma) that is not surpassable (na-sa-uttara), a phenomenon that is not surpassable arises by root condition (hetupaccayā): three. Dependent on a phenomenon that is not unsurpassable (na-anuttara), a phenomenon that is not unsurpassable arises by root condition: one. Dependent on a phenomenon that is not surpassable and a phenomenon that is not unsurpassable, a phenomenon that is not surpassable arises by root condition: one.
