[142] Now at that time the bhikkhus who were receivers of robes (cīvarapaṭiggāhaka), having received robes, discarded them right there and departed. The robes were lost. They reported this matter to the Blessed One. "Bhikkhus, I allow the appointment of a bhikkhu possessed of five qualities as keeper of robes (cīvaranidāhaka): one who would not go a wrong course out of desire, would not go a wrong course out of hatred, would not go a wrong course out of delusion, would not go a wrong course out of fear, and who would know what has been stored and what has not been stored. And thus, bhikkhus, should he be appointed. First the bhikkhu should be asked; having asked him, a competent and capable bhikkhu should inform the Saṅgha:
'Venerable sirs, let the Saṅgha hear me. If the Saṅgha is ready, let the Saṅgha appoint the bhikkhu named so-and-so as keeper of robes. This is the motion (ñatti).
'Venerable sirs, let the Saṅgha hear me. The Saṅgha appoints the bhikkhu named so-and-so as keeper of robes. Whichever venerable one approves the appointment of the bhikkhu named so-and-so as keeper of robes, let him be silent; whoever does not approve, let him speak.
'The bhikkhu named so-and-so has been appointed by the Saṅgha as keeper of robes. It is approved by the Saṅgha; therefore it is silent. Thus do I hold it.'"
