[141] Now at that time people brought robe-cloth to the monastery. Not finding a receiver, they carried it back again. Little robe-cloth arose. They reported this matter to the Blessed One. "Bhikkhus, I allow the appointment (sammuti) of a bhikkhu possessed of five qualities as receiver of robe-cloth (cīvarapaṭiggāhaka): one who would not take a wrong course out of desire, would not take a wrong course out of hatred, would not take a wrong course out of delusion, would not take a wrong course out of fear, and who would know what has been received and what has not been received.
"And thus, bhikkhus, should he be appointed. First the bhikkhu should be asked; having asked him, the Saṅgha should be informed by a competent and capable bhikkhu:
"'Venerable sirs, let the Saṅgha hear me. If it seems fitting to the Saṅgha, let the Saṅgha appoint the bhikkhu named so-and-so as receiver of robe-cloth. This is the motion (ñatti).
"'Venerable sirs, let the Saṅgha hear me. The Saṅgha appoints the bhikkhu named so-and-so as receiver of robe-cloth. Whichever venerable one approves of the appointment of the bhikkhu named so-and-so as receiver of robe-cloth, let him be silent; whoever does not approve, let him speak.
"'The bhikkhu named so-and-so has been appointed by the Saṅgha as receiver of robe-cloth. It is agreeable to the Saṅgha; therefore it is silent. Thus do I hold it.'"
