[175] Now at that time the bhikkhus at Campā were performing formal acts (kamma) of such kinds: they performed an act by an incomplete assembly (vaggakamma), contrary to the Dhamma; they performed an act by a united assembly (samaggakamma), contrary to the Dhamma; they performed an act by an incomplete assembly, in accordance with the Dhamma; they performed an act by an incomplete assembly, with a semblance of the Dhamma (dhammapaṭirūpakena); they performed an act by a united assembly, with a semblance of the Dhamma. One bhikkhu suspended one; one suspended two; one suspended several; one suspended the Saṅgha. Two suspended one; two suspended two; two suspended several; two suspended the Saṅgha. Several suspended one; several suspended two; several suspended several; several suspended the Saṅgha. The Saṅgha, too, suspended the Saṅgha.
[Siam Raṭṭha editorial footnote: In all (editions) the readings "vaggakamma" and "samaggakamma" appear. But these do not agree with the Pali in the Uposathakkhandhaka; for there the Pali text reads: "There are, bhikkhus, these four uposatha acts: an uposatha act by an incomplete assembly contrary to the Dhamma," and so on.]
Those bhikkhus who were of few wishes … criticized, complained, and spread it about, saying: "How can the bhikkhus at Campā perform such acts—perform an act by an incomplete assembly contrary to the Dhamma … and the Saṅgha suspend the Saṅgha?" Then those bhikkhus reported this matter to the Blessed One.
"Is it true, as they say, bhikkhus, that the bhikkhus at Campā perform such acts—perform an act by an incomplete assembly contrary to the Dhamma … and the Saṅgha suspends the Saṅgha?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them … Having rebuked them and given a talk on the Dhamma, he addressed the bhikkhus:
