[200] "Venerable sir, when a united Saṅgha performs, in the presence of the parties, a formal act that should be performed in their presence — is that, venerable sir, an act in accordance with the Dhamma, an act in accordance with the Vinaya?"
"That, Upāli, is an act in accordance with the Dhamma, an act in accordance with the Vinaya."
"Venerable sir, when a united Saṅgha performs by interrogation a formal act that should be performed by interrogation; performs upon acknowledgment a formal act that should be performed upon acknowledgment; grants the verdict of mindfulness (sativinaya) to one deserving the verdict of mindfulness; grants the verdict of past insanity (amūḷhavinaya) to one deserving the verdict of past insanity; performs the act of censure for aggravated misconduct (tassapāpiyasikākamma) against one deserving the act of censure for aggravated misconduct; performs the act of censure (tajjanīyakamma) against one deserving the act of censure; performs the act of demotion (niyassakamma) against one deserving the act of demotion; performs the act of banishment (pabbājanīyakamma) against one deserving the act of banishment; performs the act of reconciliation (paṭisāraṇīyakamma) against one deserving the act of reconciliation; performs the act of suspension (ukkhepanīyakamma) against one deserving the act of suspension; grants probation (parivāsa) to one deserving probation; sends back to the beginning (mūlāya paṭikassanā) one deserving to be sent back to the beginning; grants penance (mānatta) to one deserving penance; rehabilitates (abbhāna) one deserving rehabilitation; and confers full ordination (upasampadā) on one deserving full ordination — is that, venerable sir, an act in accordance with the Dhamma, an act in accordance with the Vinaya?"

Upāli, when a united Saṅgha performs, in the presence of the parties, a formal act that should be performed in their presence — in this way, Upāli, it is an act in accordance with the Dhamma, an act in accordance with the Vinaya; and acting thus, the Saṅgha incurs no transgression.
