[201] "Venerable sir, when a Saṅgha in concord gives the verdict of past insanity (amūḷhavinaya) to one who deserves the verdict of mindfulness (sativinaya), and gives the verdict of mindfulness to one who deserves the verdict of past insanity — is that, venerable sir, an act in accordance with the Dhamma, an act in accordance with the Vinaya?" "That, Upāli, is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya." "Venerable sir, when a Saṅgha in concord carries out the act of further penalty (tassapāpiyasikākamma) against one who deserves the verdict of past insanity; gives the verdict of past insanity to one who deserves the act of further penalty; carries out the act of censure (tajjanīyakamma) against one who deserves the act of further penalty; carries out the act of further penalty against one who deserves the act of censure; carries out the act of demotion (niyassakamma) against one who deserves the act of censure; carries out the act of censure against one who deserves the act of demotion; carries out the act of banishment (pabbājanīyakamma) against one who deserves the act of demotion; carries out the act of demotion against one who deserves the act of banishment; carries out the act of reconciliation (paṭisāraṇīyakamma) against one who deserves the act of banishment; carries out the act of banishment against one who deserves the act of reconciliation; carries out the act of suspension (ukkhepanīyakamma) against one who deserves the act of reconciliation; carries out the act of reconciliation against one who deserves the act of suspension; grants probation (parivāsa) to one who deserves the act of suspension; carries out the act of suspension against one who deserves probation; sends back to the beginning (mūlāya paṭikassanā) one who deserves probation; grants probation to one who deserves to be sent back to the beginning; grants penance (mānatta) to one who deserves to be sent back to the beginning; sends back to the beginning one who deserves penance; rehabilitates (abbhāna) one who deserves penance; grants penance to one who deserves rehabilitation; gives full ordination (upasampadā) to one who deserves rehabilitation; rehabilitates one who deserves full ordination — is that, venerable sir, an act in accordance with the Dhamma, an act in accordance with the Vinaya?" "That, Upāli, is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya. When, Upāli, a Saṅgha in concord gives the verdict of past insanity to one who deserves the verdict of mindfulness, and gives the verdict of mindfulness to one who deserves the verdict of past insanity — thus indeed, Upāli, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya; and acting thus, the Saṅgha incurs fault (sātisāra). When, Upāli, a Saṅgha in concord carries out the act of further penalty against one who deserves the verdict of past insanity; gives the verdict of past insanity to one who deserves the act of further penalty; carries out the act of censure against one who deserves the act of further penalty; carries out the act of further penalty against one who deserves the act of censure; carries out the act of demotion against one who deserves the act of censure; carries out the act of censure against one who deserves the act of demotion; carries out the act of banishment against one who deserves the act of demotion; carries out the act of demotion against one who deserves the act of banishment; carries out the act of reconciliation against one who deserves the act of banishment; carries out the act of banishment against one who deserves the act of reconciliation; carries out the act of suspension against one who deserves the act of reconciliation; carries out the act of reconciliation against one who deserves the act of suspension; grants probation to one who deserves the act of suspension; carries out the act of suspension against one who deserves probation; sends back to the beginning one who deserves probation; grants probation to one who deserves to be sent back to the beginning; grants penance to one who deserves to be sent back to the beginning; sends back to the beginning one who deserves penance; rehabilitates one who deserves penance; grants penance to one who deserves rehabilitation; gives full ordination to one who deserves rehabilitation; rehabilitates one who deserves full ordination — thus indeed, Upāli, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya; and acting thus, the Saṅgha incurs fault."
