[23] Then the Blessed One, having given a talk on the Dhamma in connection with that origin, in connection with that occasion, addressed the bhikkhus:
"Bhikkhus, Avanti Dakkhiṇāpatha has few bhikkhus. I allow, bhikkhus, in all the border regions, higher ordination (upasampadā) by a group with one versed in the Vinaya (vinayadhara) as the fifth.
"Herein, these are the border regions: in the eastern direction there is a town named Kajaṅgala; beyond it is Mahāsālā; beyond that are the border regions; on this side is the middle country. In the southeastern direction there is a river named Sallavatī; beyond that are the border regions; on this side is the middle country. In the southern direction there is a town named Setakaṇṇika; beyond that are the border regions; on this side is the middle country. In the western direction there is a brahmin village named Thūna; beyond that are the border regions; on this side is the middle country. In the northern direction there is a mountain named Usīraddhaja; beyond that are the border regions; on this side is the middle country. I allow, bhikkhus, in such border regions, higher ordination by a group with one versed in the Vinaya as the fifth.
"In Avanti Dakkhiṇāpatha, bhikkhus, the ground is dark-soiled on the surface, rough, churned up by the hooves of cattle. I allow, bhikkhus, in all the border regions, sandals with multiple linings.
"In Avanti Dakkhiṇāpatha, bhikkhus, people set store by bathing and hold that water purifies. I allow, bhikkhus, in all the border regions, constant bathing.
"In Avanti Dakkhiṇāpatha, bhikkhus, hides serve as coverings — sheep-hide, goat-hide, deer-hide. Just as, bhikkhus, in the middle country the grasses eragu, moragu, majjāru, and jantu serve as coverings, even so, bhikkhus, in Avanti Dakkhiṇāpatha hides serve as coverings — sheep-hide, goat-hide, deer-hide. I allow, bhikkhus, in all the border regions, hides as coverings — sheep-hide, goat-hide, deer-hide.
"Here again, bhikkhus, people give a robe intended for bhikkhus who have gone outside the boundary (sīmā), saying: 'We give this robe to the one named so-and-so.' I allow, bhikkhus, that it be accepted; that robe does not count toward the reckoning [of the time-limit] so long as it has not come to hand."
The Cammakkhandhaka, the fifth, [is ended].
