[258] Then, as that suspended bhikkhu was reflecting upon the Dhamma and the Discipline (vinaya), this occurred to him: "This is an offense (āpatti); it is not a non-offense. I have committed it; it is not that I have not committed it. I am suspended; it is not that I am not suspended. I was suspended by a formal act (kamma) that is legitimate, unshakable, and fit to stand."
Then that suspended bhikkhu approached the bhikkhus who sided with the suspended one; having approached, he said this to the bhikkhus who sided with the suspended one: "Friends, this is an offense; it is not a non-offense. I have committed it; it is not that I have not committed it. I am suspended; it is not that I am not suspended. I was suspended by a formal act that is legitimate, unshakable, and fit to stand. Come, venerable ones, reinstate me."
Then those bhikkhus who sided with the suspended one, taking that suspended bhikkhu, approached the Blessed One; having approached and paid homage to the Blessed One, they sat down to one side. Seated to one side, those bhikkhus said this to the Blessed One: "Venerable sir, this suspended bhikkhu speaks thus: 'Friends, this is an offense; it is not a non-offense. I have committed it; it is not that I have not committed it. I am suspended; it is not that I am not suspended. I was suspended by a formal act that is legitimate, unshakable, and fit to stand. Come, venerable ones, reinstate me.' How then, venerable sir, should we proceed?"
"Bhikkhus, this is an offense; it is not a non-offense. That bhikkhu has committed it; it is not that that bhikkhu has not committed it. That bhikkhu is suspended; it is not that that bhikkhu is not suspended. He was suspended by a formal act that is legitimate, unshakable, and fit to stand. And since, bhikkhus, that bhikkhu has committed the offense, has been suspended, and sees [his offense], therefore, bhikkhus, reinstate that bhikkhu."
Then those bhikkhus who sided with the suspended one, having reinstated that suspended bhikkhu, approached the bhikkhus who had imposed the suspension; having approached, they said this to the bhikkhus who had imposed the suspension: "Friends, with regard to the matter over which there arose quarreling, strife, contention, and dispute in the Saṅgha—schism in the Saṅgha, dissension in the Saṅgha, separation in the Saṅgha, differentiation in the Saṅgha—that bhikkhu has committed the offense, has been suspended, has seen [it], and has been reinstated. Come, friends, let us make concord of the Saṅgha (saṅghasāmaggī) for the settlement of that matter."
Then those bhikkhus who had imposed the suspension approached the Blessed One; having approached and paid homage to the Blessed One, they sat down to one side. Seated to one side, those bhikkhus who had imposed the suspension said this to the Blessed One: "Venerable sir, those bhikkhus who sided with the suspended one speak thus: 'Friends, with regard to the matter over which there arose quarreling, strife, contention, and dispute in the Saṅgha—schism in the Saṅgha, dissension in the Saṅgha, separation in the Saṅgha, differentiation in the Saṅgha—that bhikkhu has committed the offense, has been suspended, has seen [it], and has been reinstated. Come, friends, let us make concord of the Saṅgha for the settlement of that matter.' How then, venerable sir, should we proceed?"
"Since, bhikkhus, that bhikkhu has committed the offense, has been suspended, has seen [it], and has been reinstated, therefore, bhikkhus, let the Saṅgha make concord of the Saṅgha for the settlement of that matter. And thus, bhikkhus, should it be made: all should assemble together in one place, both the sick and the well, and consent (chanda) should not be given by anyone. Having assembled, the Saṅgha should be informed by a learned, competent bhikkhu:
"'Venerable sirs, let the Saṅgha hear me. With regard to the matter over which there arose quarreling, strife, contention, and dispute in the Saṅgha—schism in the Saṅgha, dissension in the Saṅgha, separation in the Saṅgha, differentiation in the Saṅgha—that bhikkhu has committed the offense, has been suspended, has seen [it], and has been reinstated. If it is opportune for the Saṅgha, let the Saṅgha make concord of the Saṅgha for the settlement of that matter. This is the motion (ñatti).
"'Venerable sirs, let the Saṅgha hear me. With regard to the matter over which there arose quarreling, strife, contention, and dispute in the Saṅgha—schism in the Saṅgha, dissension in the Saṅgha, separation in the Saṅgha, differentiation in the Saṅgha—that bhikkhu has committed the offense, has been suspended, has seen [it], and has been reinstated. The Saṅgha makes concord of the Saṅgha for the settlement of that matter. Whichever venerable one approves of the making of concord of the Saṅgha for the settlement of that matter, let him be silent; whoever does not approve, let him speak.
"'Concord of the Saṅgha has been made by the Saṅgha for the settlement of that matter. Schism in the Saṅgha has been removed; dissension in the Saṅgha has been removed; separation in the Saṅgha has been removed; differentiation in the Saṅgha has been removed. It is approved by the Saṅgha; therefore it is silent. Thus do I hold it.'
"That very moment the Uposatha should be performed and the Pātimokkha recited."
