[238] Also with three further factors … it is done without the offense (āpatti) having been charged, it is done not in accordance with the Dhamma, it is done by an incomplete assembly. Bhikkhus, an act of suspension (ukkhepanīyakamma) for not making amends for an offense that possesses these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
