[242] Bhikkhus, an act of suspension (ukkhepanīyakamma) for not making amends for an offense (āpattiyā appaṭikamme) that possesses three factors is both a legal act in accordance with the Dhamma (dhammakamma) and a legal act in accordance with the Vinaya (vinayakamma), and is well settled: it is done in the presence [of the parties]; it is done in accordance with the Dhamma; it is done by a united [assembly].
