[3] Then the Blessed One, having rebuked the bhikkhus who were followers of Paṇḍuka and Lohitaka in many ways, having spoken in dispraise of being difficult to support, of being difficult to maintain, of having many wishes, of discontent, of socializing, and of laziness, and having spoken in many ways in praise of being easy to support, of being easy to maintain, of fewness of wishes, of contentment, of effacement (sallekha), of scrupulous asceticism (dhuta), of what inspires confidence, of non-accumulation, and of the arousing of energy, gave a Dhamma talk suitable to that matter and fitting to that matter, and addressed the bhikkhus: "Well then, bhikkhus, let the Saṅgha carry out an act of censure (tajjanīyakamma) against the bhikkhus who are followers of Paṇḍuka and Lohitaka. "And thus, bhikkhus, should it be carried out: First, the bhikkhus who are followers of Paṇḍuka and Lohitaka should be accused; having been accused, they should be made to remember; having been made to remember, they should be charged with the offense; having charged them with the offense, a competent and capable bhikkhu should inform the Saṅgha: "'Venerable sirs, let the Saṅgha hear me. These bhikkhus, followers of Paṇḍuka and Lohitaka, are themselves makers of strife, makers of quarrels, makers of disputes, makers of contention, makers of legal issues (adhikaraṇa) in the Saṅgha; and whatever other bhikkhus are makers of strife, makers of quarrels, makers of disputes, makers of contention, makers of legal issues in the Saṅgha—they approach them and say thus: "Venerables, do not let that one defeat you. Counter him strongly, the strong against the strong. You are wiser than he, more competent, more learned, and more capable. Do not be afraid of him; we too shall be on your side." Thereby strife that has not arisen arises, and strife that has arisen conduces to increase and expansion. If it is the right time for the Saṅgha, let the Saṅgha carry out an act of censure against the bhikkhus who are followers of Paṇḍuka and Lohitaka. This is the motion (ñatti). "'Venerable sirs, let the Saṅgha hear me. These bhikkhus, followers of Paṇḍuka and Lohitaka, are themselves makers of strife … makers of legal issues in the Saṅgha; and whatever other bhikkhus are makers of strife … makers of legal issues in the Saṅgha—they approach them and say thus: "Venerables, do not let that one defeat you. Counter him strongly, the strong against the strong. You are wiser than he, more competent, more learned, and more capable. Do not be afraid of him; we too shall be on your side." Thereby strife that has not arisen arises, and strife that has arisen conduces to increase and expansion. The Saṅgha carries out an act of censure against the bhikkhus who are followers of Paṇḍuka and Lohitaka. He to whom the carrying out of the act of censure against the bhikkhus who are followers of Paṇḍuka and Lohitaka is agreeable should remain silent; he to whom it is not agreeable should speak. "'For the second time I speak on this matter. Venerable sirs, let the Saṅgha hear me. These bhikkhus, followers of Paṇḍuka and Lohitaka, are themselves makers of strife … makers of legal issues in the Saṅgha; and whatever other bhikkhus are makers of strife … makers of legal issues in the Saṅgha—they approach them and say thus: "Venerables, do not let that one defeat you. Counter him strongly, the strong against the strong. You are wiser than he, more competent, more learned, and more capable. Do not be afraid of him; we too shall be on your side." Thereby strife that has not arisen arises, and strife that has arisen conduces to increase and expansion. "'The act of censure against the bhikkhus who are followers of Paṇḍuka and Lohitaka has been carried out by the Saṅgha. It is agreeable to the Saṅgha; therefore it is silent. Thus do I hold it.'"
