[4] Bhikkhus, an act of censure (tajjanīyakamma) possessed of three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done not face to face; it is done without interrogation; it is done without the acknowledgment (of the accused).
