[14] Bhikkhus, an act of censure (tajjanīyakamma) possessing three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled: it is done without the accused having been reminded (asāretvā); it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena). Bhikkhus, an act of censure possessing these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled. [Section the Twelfth]
