[13] Bhikkhus, an act of censure (tajjanīyakamma) possessed of three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled: it is done without the accusation having been made first; it is done not in accordance with the Dhamma; it is done by an incomplete assembly. Bhikkhus, an act of censure possessed of these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled.
