[144] Bhikkhus, also with three other factors … it is done without accusation having been made, it is done not in accordance with the Dhamma, and it is done by an incomplete assembly. Bhikkhus, an act of reconciliation (paṭisāraṇīyakamma) possessed of these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
