[15] Bhikkhus, an act of censure (tajjanīyakamma) possessed of three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and badly settled: it is done without the offence (āpatti) having been charged; it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena). An act of censure possessed of these three factors, bhikkhus, is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and badly settled. The twelve cases on acts not in accordance with the Dhamma are finished.
