Niyasakamma

[51] Bhikkhus, an act of demotion (niyassakamma) possessed of another three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and badly settled: it is done when there is no offense; it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena). Bhikkhus, an act of demotion possessed of these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and badly settled.
