[51] Bhikkhus, an act of demotion (niyassakamma) possessed of another three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and badly settled: it is done when there is no offense; it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena).
