[52] Bhikkhus, when an act of demotion (niyassakamma) possesses three further factors, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled (duvūpasanta): it is done for an offense not conducive to confession (adesanāgāminī āpatti); it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vagga).
Bhikkhus, when an act of demotion possesses these three factors, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
