[10] Bhikkhus, an act of censure (tajjanīyakamma) possessed of three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done for no offense (anāpattiyā); it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena). Bhikkhus, an act of censure possessed of these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
