[140] Bhikkhus, an act of reconciliation (paṭisāraṇīyakamma) possessed of three further factors is both an act not in accordance with the Dhamma and an act not in accordance with the Vinaya, and is badly settled: it is done without his acknowledgment (of the offense); it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena).
