[11] Bhikkhus, an act of censure (tajjanīyakamma) possessed of yet another three factors is an act that is not in accordance with the Dhamma, an act that is not in accordance with the Vinaya, and one badly settled: it is done for an offense (āpatti) that is not conducive to confession; it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vagga). Bhikkhus, an act of censure possessed of these three factors is an act that is not in accordance with the Dhamma, an act that is not in accordance with the Vinaya, and one badly settled.
