[53] Bhikkhus, when an act of demotion (niyassakamma) is possessed of three further factors, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done for an offence that has already been confessed; it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vagga).
Bhikkhus, when an act of demotion is possessed of these three factors, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
