Niyasakamma

[54] Bhikkhus, an act of demotion (niyassakamma) possessed of three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled: it is carried out without having first accused (the bhikkhu); it is carried out not in accordance with the Dhamma; it is carried out by an incomplete assembly (vagga). Bhikkhus, an act of demotion possessed of these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled.
