[55] Bhikkhus, an act of demotion (niyassakamma) possessed of three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done without the accused having been made to recall (his offense); it is done not in accordance with the Dhamma; it is done by an incomplete assembly.
