Niyasakamma

[55] Bhikkhus, an act of demotion (niyassakamma) possessed of three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done without the accused having been made to recall (his offense); it is done not in accordance with the Dhamma; it is done by an incomplete assembly. Bhikkhus, an act of demotion possessed of these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
