[16] Bhikkhus, an act of censure (tajjanīyakamma) possessed of three factors is both an act in accordance with the Dhamma and an act in accordance with the Vinaya, and it is well settled: it is done in the presence [of the accused]; it is done upon questioning; it is done with his acknowledgment.
