[49] Bhikkhus, an act of demotion (niyassakamma) possessed of another three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done without prior interrogation, it is done not in accordance with the Dhamma, and it is done by an incomplete assembly (vaggena).
