Niyasakamma

[49] Bhikkhus, an act of demotion (niyassakamma) possessed of another three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done without prior interrogation, it is done not in accordance with the Dhamma, and it is done by an incomplete assembly (vaggena). Bhikkhus, an act of demotion possessed of these three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
