[8] Bhikkhus, when an act of censure (tajjanīyakamma) possesses three further factors, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done without prior questioning; it is done not in accordance with the Dhamma; it is done by a divided assembly (vaggena). Bhikkhus, when an act of censure possesses these three factors, it is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled.
