[7] Bhikkhus, an act of censure (tajjanīyakamma) possessing three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one badly settled: it is done in the absence of the accused, it is done not in accordance with the Dhamma, and it is done by an incomplete assembly (vaggena).
