[48] Bhikkhus, an act of demotion (niyassakamma) possessed of three further factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled: it is done in the absence [of the accused]; it is done not in accordance with the Dhamma; it is done by an incomplete assembly (vaggena).
