[43] Now at that time the Venerable Seyyasaka was foolish, incompetent, full of offences with no end to them, and dwelt in association with householders, in unbecoming associations with householders — so much so that the bhikkhus of regular standing (pakatatta) were continually giving probation (parivāsa), sending back to the beginning (mūlāya paṭikassanā), imposing penance (mānatta), and rehabilitating (abbhāna) him. Those bhikkhus who were of few wishes … criticized, complained, and spread it about: "How can the Venerable Seyyasaka be foolish, incompetent, full of offences with no end to them, and dwell in association with householders, in unbecoming associations with householders — so much so that the bhikkhus of regular standing are continually giving probation, sending back to the beginning, imposing penance, and rehabilitating him?" Then those bhikkhus reported this matter to the Blessed One.
