[612] "Bhikkhus, there are these ten takings of voting tickets (salākagāha) that are not in accordance with the Dhamma, and ten that are in accordance with the Dhamma. "What are the ten takings of voting tickets that are not in accordance with the Dhamma? 1. The legal issue (adhikaraṇa) is a trifling matter; 2. it has not run its course; 3. it has not been remembered nor been caused to be remembered; 4. he knows, 'those who speak contrary to the Dhamma are the majority'; 5. he knows, 'perhaps those who speak contrary to the Dhamma may become the majority'; 6. he knows, 'the Saṅgha will be divided'; 7. he knows, 'perhaps the Saṅgha may be divided'; 8. they take the tickets not in accordance with the Dhamma; 9. they take them as a faction; 10. they do not take them according to their views. "These are the ten takings of voting tickets that are not in accordance with the Dhamma."
